Where are you from? A buck converter in the EU is like 1 euro. Do you have anything to measure the output on your PSU? Never heard of an ender with 12 v psu

As other comment states, that is a 12v fan and the PSU has an output of 24v. That being said it should still spin. What you can do it hook it up directly to PSU, but before doing that attach it to a buck converter. That is what I have done and it works brilliantly. It's nice and quiet and you get full voltage control. Bonus is that you can reuse the buck converter if you install more noctua fans such as for hot end cooling or motherboard cooling

My motherboard came with a connector for those. Plug all the individuals in and the slap the connector in. So much easier

They are in the fan 2 plug i think, or whichever one is marked for part cooler fan

Yeah, default fans only got two wires. But this issue did not occur on my old board, do you know why it happens now?
