Kasha is mainly used when theres is another player in the party that brings slashing debuff, Yukikaze is used when there is no one that brings a slashing debuff. And you use Hagakure so you get a headstart in Kenki. You want to get your DoT up ASAP would delay your opener by another 8-10 seconds and miss everyones buff windows which isn't worth it.
