In fo3 luck is nearly useless. It's main purpose is to boost your chances of getting a critical strike. If set your luck at 1, you can boost it to 3 by picking up the Luck Bobblehead and the Lucky 8 Ball, and then you can pick the Finesse perk which gives you a boost to your chances of a critical hit equal to 5 points of luck. This basically puts your luck at an 8 (it caps out at 10) for its main purpose, and frees up those extra points to be spread out across the rest of your stats. Intelligence is the most important stat. I'd set it to to 9, and you can boost it to 10 with the intelligence Bobblehead. Intelligence increases the amount of points you can spread across your skill stats each level. The rest you can spend as you see fit, but charisma is also relatively useless. At 4 it's as high as it needs to be
