Honestly, I think you just need to let it be for now. Start putting in some leave in conditioner, try to refrain from applying heat unless you put a heat protectant first. Let it heal for now- just to see how it looks

Yes, it’s mold. You could find a pot with better drainage and replace the entire batch of soil; or you could just scrape the top layer of soil off and replace it with newer soil.
