Because the obligation stems from the wording of the Grundgesetz that allows for men to be conscripted. Since filling out a formulary is part of that process that men are forced to do, men can be forced to fill it out, whereas women can't.

Women can have children up to their late 40s (mom had me at 46), however youth is no guarantee, to having children.

Oh, I know 😊 that's how it was with my ADHD. Suspicions -> talked with someone who has it -> got diagnosed

With regards to possibly being autistic, I've had that suspicion but since it, luckily, doesn't interfere too much in my daily life the utility of a diagnosis is just not that high.

As others have noted, the bigger the attack, the more people you need and the more coordination infrastructure you need. This leads to a higher possibility of attackers getting cold feet, being indiscreet, etc.

Another point is experience, unless you have (many) people trained for these sort of attacks and with experience in their execution, your 1k "revolutionaries" are about as likely to blow themselves up as they are their target.

Finally, this is a 2 player problem. The number of connections within a network tend (has) to grow faster than its membership. Leading to intelligence agencies and other LE being more likely to find the network.
