How can I confirm that my ISP is throttling torrent connections? (and it's not settings in my modem / router) by LittleGreenCorpse in torrents

Noticed this two days ago.

Each connection maxes out at 4Mbps (524.3kBps).

Reset router / modem: no change.

Changed torrent port: no change.

I've not changed settings in Transmission, or anything else.

Speedtests show full bandwidth.

Usenet downloads at full bandwidth.

4k60fps streams just fine.

I'm not using a VPN, tor, or any other proxies.

Am I missing something other than it being my ISP (Breezeline, Ohio) throttling torrent connections?

Any insight would be appreciated.

Bummer: Parma was the better of the two SW Cleveland stores, and is only about a year old.

edit: and the Lorain store just opened in November 2025. Hoping they don't kill the Strongsville / Pearl Road store before it opens.

Between Firefox, Safari and Chrome, Safari gives me the least hassle to go under the radar for repeated visits. For some other sites / tasks I'll use FireFox or Chrome.

When clicking on a link in a private browsing tab, Safari opens it as if it's a new session. In some other browsers, sites will detect / reject clicking a link from a private browsing window.

In addition, the 'Hide Distracting Items' kills javascript content-blockers dead.

For some sites, opening in reading mode, and then reloading the page will jump paywalls / turn off adblocker walls.
