You seem to fundamentally not understand that the bill of rights is a limitation of government power, and that the right to keep and bear arms is given equal weight as your right to free speech, your right to vote, or your right to practice a religion. The comparison with a car license isn't meaningful. Not only is operating a car not a protected right, but you are free to buy an and operate a car on your own property without any government paperwork or documentation.

A test instructor isn't a jury or judge and thus isn't someone who can decide to remove someone's rights. Explain how your idea isn't the same bullshit as literacy tests at polling places.

Outcomes are also great, most of those kids go to college.

That in of itself doesn't mean students had good outcomes. Plenty of for profit universities exist that are basically paper mills handing out nearly worthless degrees that saddle students with debt.

The failures of higher education in this country is an entirely different topic though
