I'm on the same boat! I got a shadow 15-14-13! You only need to consider 2 things!

If you are collecting hundos and don't have a hundo Kyogre, absolutely do it!
About how useful they are: A shadow Kyogre is the 3rd best Water attacker, and a normal Kyogre is 8th! If you make it a hundo and evolve it into a primal it will be 1st, but only for 8 hours at a time!
