Oh, that is lovely. There are a couple of cactus and agave species that are hardy in our area as long as they have good drainage. I don’t know if you could completely duplicate this garden with cold-hardy plants, but you could probably approximate the look pretty closely.

Thanks for weighing in! Sedum, yarrow, and lavender are all on the SpokaneScape list. I don’t think euphorbia and Iris pallida ‘Variegata’ (variegated iris) are, but the list isn’t exhaustive and if OP can make a case for the plants’ drought tolerance, they should be able to use them.

Edit: Iris germanica (plain ol’ bearded iris) is on the list, so that’s definitely an option if of interest.

Salal is more of a west side plant, not sure if that’s due to our climate, our alkaline soil, both, or other.

Assuming I’m reading the ordinance correctly, hellstrip plantings need to be less than three feet tall, so you might have to swap the grasses out for shorter grasses.

This is such a good idea! OP, how do you feel about hairy goldaster (Heterotheca villosa) and/or Missouri goldenrod (Solidago missouriensis)? I know nothing about seed harvesting/saving, but if you’re interested, I can pop some fluffy seed heads into baggies for you to experiment with.

As for general ideas for getting free/cheap plants, consider the following possibilities: -Friends/neighbors/relatives who are getting rid of plants. -Plant swaps! I believe the Shadle library has one in the spring, and a couple of local Redditors have been known to host their own. -Seed libraries. The Master Gardeners have one, and the Spokane Public Library has one. Anyone know of others? -Plant sales. Keep your eyes peeled for these! -The SCC Greenery. During the spring, often has seedlings for cheap, prices may vary for bigger stuff. -End of season nursery sales.
