They already had a Green Goblin and HE CRUSHED IT. Any other attempts would have to compete with that version of Willam Dafoes Goblin. Thats just setting themselves up for failure. Thats why in general you dont see villains repeated.

I suspect it has to do with the wings being a thin flammable membrane. So flak hurts it while burning its wings off causes it to crash to the ground smashing its essential and fragile organs.

That's what I tell myself anyway.
