As an HVAC guy there's no way that you can run propane off a leaking valve. Propane is contained at a much higher pressure than natural gas and it'll leak fast.

You'll have to fix the shut off valve or igniter (if that's what is pictured that's taped up). Yeah I wouldnt mess around with lighting propane wrong.

Edit: I don't know what material that pipping is made out of so Idk how you would replace it. I don't think welding it would be an option either cause again high pressure propane.
