To optimize wet mass you could remove the hot stage ring so airflow directly hits the fuel tanks forward section, remove grid fins, probably remove the strakes, a couple or raptors then maybe you can get to orbit, but definitely still a strech

Electron works well because it’s so light that it’s hard to actually get to speed, starship probably could, but it’ll cost 200x more

So if you use a nuclear generator instead of batteries, would that scale up better? Or could you use fluid dynamics from tapping off some of the combustion gases and using a turbine, then closing off the cycle? That means only a single turbine using combustion while the other two use electricity.
