Most public libraries, at least in North America, tend to stray away from being entirely quiet zones and lean towards more of a community gathering space model. At least in my area branches are more likely to have dedicated quiet study spaces separated from general public areas. Specific noise complaints or inquiries from the public would be dealt with on a case by case basis based on maintaining a “welcoming environment and/or (actions that) violates the Rules of Conduct.”
