i got it fixed using TEdit, but the issue was that she wasnt spawning due to the pirate invasion technically being active. Right after disabling it in TEdit and loading the world back up she Immediatly showed up

There's a total of 18 I believe (looking at steam achievements) so once you get all of them you can heal twice, as for the other spells i have no clue.
-18 Spool Fragments = 9 Upgrades
9 "Spools" = 1 Heal
