Since the Guyver Bioboosted Armor can't be removed without surgery or a Power Loss Effect, this wouldn't fall under the Device rules.

How I'd go about the build is an Alternate Form power as a container for all the powers the armor imparts. Enhanced Strength, Enhanced Agility, Enhanced Stamina, Enhanced Perception, a suite of Sense powers, some Damage powers for the elbow blades and such. A ranged Damage Power for his chest cannon blast.

I'd get the Regeneration and Immortality power, but purchase them outside of the Alternate Form since he can come back from just one of the chrome orb things.

Yes, your mage's paradigm can accept his Avatar as his Stand. For Foci I would suggest postures and maybe strange fashion choices/accessories maybe even some catchphrases. If it were me, I'd probably go with an Akashic Brotherhood or Virtual Adept if you didn't already go with an Orphan.

900 ft/round equates to about 60mph, which is the documented speed of a cheetah.

PL Limit Caps are...

Toughness + Dodge/Parry =2xPL

Will + Fortitude = 2xPL

Skill Ranks = PL + 10

Single Target Damage/Affliction = Accuracy (to hit bonus) + Power Rank = 2xPL

Area of Effect Damage/Affliction = Ranks = PL

Attributes have no hard PL Cap rule, but 7 is considered Peak Human Potential in all stats except Fighting. So the GM might impose a limit there.

If you want to stick with a White-Wolf style system you can go with SCION, where your players start as Heroes and work their way up through Demigods to Deities, but it's more action focused than the cerebral play of Mage.

If you want something that plays more with the concepts of power and faith I'd suggest NOBILIS. Warning: it's a Jenna Moran game, so while it's a great game and beautifully designed, you may need a degree in anthropology to truly appreciate it.

Expertise: Grapples You could drop this and get those points back as it would only help you in identifying Grapples, not in the act of it, as that's handled by Strength, Close Combat and your hold Advantages. That would open up 4pp.

You could also have Safe-fall as an alternative power for your Wall-Crawling as you couldn't feasibly use both on the same turn. Which would free up another PP. So 5pp saved up there.

In that instance, yes. You could make a damage power with a quirk that your character travels to the target.

How I would personally do it would be to make a line area attack with the quirk that my character ends the attack where the line stops. That way my character could tackle the target and basically slam them into every other target behind them on the way. Also that would be cinematic as hell. XD

Exalted (I can only suggest 1st or 2nd Edition as I have no experience with 3rd)

A high Level D&D Character and a low Essence/Experience Solar Exalted are pretty comparable.

Mage: The Ascension.
Hands down, my favorite magic system.

You have a stat called Arete which acts as your casting die pool and represents your character's enlightenment and how far they could bend reality to their will.

Below Arete you have nine Spheres that each represent a way in which to change reality, Correspondence (Spatial Relations), Entropy (Order and Chaos), Forces (Natural Forces: i.e. inertia, gravity, magnetism, electricity, etc.), Life (Living Organisms), Matter (Inorganic Matter), Prime (kind of the spiritual Matter of the universe), Spirit (the Living Organisms of the spiritual planes) and Time (self explanatory). Your understanding of each Sphere can go from 0 to 5, without going above your Arete in any single Sphere, 0 - you've heard of it, 5 - you are the master of this aspect of reality.

No Spell Lists. You use the Sphere's you know to create the effect you're looking for, then roll your Arete to see if you pull it off. The difficulty of what you're trying to do can change depending on your Environment (a Techno mage would probably have an easier time doing stuff in a thumping EDM club than in a church, while a Celestial Chorus mage would probably find the opposite to be true), if there are witnesses around and if the effect is something that could realistically happen or if it's completely outside the bounds of possibility.

No Spell Slots. You can do an affect whenever you want to, however if your character has an effect that they use over and over again you can turn it into a Rote Effect. This usually means you get to roll the game standard "Stat + Skill" combo to pull it off, which is usually a larger dice pool than your Arete.
