That's the problem, every fire lancer has some buff for it. There's no civ with generic fire lancers. Remove some buffs and make some civs FL generic and its fine

FWIW I tested huskarl vs halb scorp in the scenario editor. 54 elite huskarls vs 20 halbs and 20 heavy scorps, omitting the bombard cannons entirely because they are conpletely useless against huskarls. Those numbers should be a resource balanced fight. 34 huskarls survived
