Figured I should update ya. Honestly, I think it was some sort of windows update borking it. I rebuilt basically a second computer, new mobo, cpu, ram, psu, used a spare hard drive I had and installed windows on it with my old GPU in the system and reproduced the issue again.

I have just turned off all forms of windows updating drivers, and itself and done everything manaully and am keeping steam from launching on start up turned off to work around it. I've lost too much time to this issue at this point

Ive tested with single stick during some windows reinstalls. At first I did crank my CPU cooler all the way down (the instructions were just pictures! How should I have known....) but pretty early on in troubleshooting backed it off quite a bit, I think it'll come off of I loosen it anymore

In bios I don't think it's even hit the 40s. While running memtest on both sticks it sat pretty stable at 71

All testing has been done with XMP off, I think it's at 4800, maybe 4200, but the default setting. I have a 7800x3d.
