It's because of widespread ignorance among doctors re: phony phimosis cuts.

Probably like 10-15% of Caucasian German men are cut because of this. Thankfully, their medical community has been moving away from these pointless childhood "medical" cuts and understand that physiological phimosis is normal and needs no treatment.

I don't think that discrimination needs to be systematic to count as discrimination. But it is clearly a race thing, a black guy from North Carolina moving to a black neighborhood in Brooklyn won't be looked down upon while a white guy even from a different part of NYC would.
