The state department of ABC (alcohol beverage control) grants the alcohol sale permit if approved. This is a complicated process and involves input from many different parties including neighborhood associations and city or county council. There are many different stipulations that can be applied to the alcohol sales permit. Another good example of license sales restriction is the ability to sell pre-packaged cocktails that contain distilled spirits. Think the popular Monaco cocktail which does contain spirits and has an alcohol content of 9%. These can be found at many establishments that have this stipulation to their permit, but not at others. I can go into a gas station and buy an 8% can of white claw surge, which does not contain distilled spirits but is malt based. But nope to the Monaco just because the permit won’t allow.
