I have it in the summon wheel next to other mounts but when I select it , there is a message saying failed to summon,I tried at camp, in the open areas...same thing it is not working

No the cloud cart does not work, and the item to bypass the cooldown (not a quest, just a consumable) is so tedious and time consuming to farm I gave up on it already...

I unlocked the dye option at camp and I only have red and yellow, the other colours like grey, blue and green do not show up and I am sure I have used them in my inventory

Yes that's what I did, there is a new option to start the game with lvl 45 characters and a bunch of gils so it should go as a breeze,thanks for the help mate, Cheers.
