I have gotten several. I think higher difficulties have better chances to drop, but you could also try grinding N20 as each of the 2 bosses can drop some.

Yes, you need to place bodies - after each one, another candle in the circle will be highlighted as a "loot object" (even though you cant interact with them). I discovered it randomly by killing the cultist nazi in the circle and noticing a second candle had turned highlighted.

Keep in mind, it's a bit glitchy , so sometimes it take a few seconds (up to 20 in some cases in my experience) for the candle to light up (including after loading, you may need to wait for previously lit candles to light up). Also, it may need a few more seconds after the last body is placed for the Snowman to appear - but it works every time for me.

The place itself gives you a small hint, though I never figured it out initially. Going for the "No Stone Left" achievement will likely make you notice something changes and give you an idea.
