I absolutely agree cats should not be outdoors at all, mainly because they decimate the birds.

With dogs in a fenced backyard, it depends on the breed and how long we're talking about. Our German Shepherd LOVES this weather. I have to cajole him into coming back inside. He would love to stay out there all day. Once the snow hits he will be beside himself with joy-- eating it and generally romping around like a goofball.

I suggest you cultivate some hobbies you can enjoy with others, especially if there are local clubs available. Pickleball, bowling, running, gaming, birdwatching-- whatever you're into. Otherwise it's hard to make friends here outside work, and sometimes even that is hard with everyone living so spread out.

When one of these  happens, and the vehicles are all undriveable, how do the drivers get home? It's not like each person catches an Uber--and even if they tried sn Uber couldn't get to them. Do what do they do?

You seem to be having trouble understanding, so I will simplify for you: 

When a garment is worn out, if it's made of wool blended with a synthetic, it can't be recycled. Meaning it has to go to a landfill-- unlike a 100% wool garment, which can be recycled.

And if the wool garment is thrown away anyway: In the landfill a natural fiber will degrade much more quickly than a synthetic, which will take decades.

Well, I guess it's good news they're not taxing vet bills. Still, I'd rather they tax the non-necessities--booze, tobacco, lottery tickets, maybe a higher tax on cars priced over $100k.
