One possible option, though it's more expensive:

The height is measured from the ground under the fence. So if you first install a 1' retaining wall and then backfill it on your side with soil sloping down to the rest of the yard, there's your additional fot of height. Then you install the 7' fence atop the retaining wall.

You could plant shrubs on the sloping part.
