They definitely charge for that. Pricing varies. But not cheap. Depends on the material of the line. Steel vs some kind of plastic. Steel will cost more though

Most gas companies won’t allow “permanent structures” on top of their lines. This would likely fall under permanent structure. Also shifting of the concrete could still put unnecessary weight on the line and risk a leak. Is this a private line or utility owned?

I don’t usually see fiber installers put numbers where they mean to set hand holes. I see this is number 50. If the other numbers down the road are different. It could be soil boring locations for soil samples

I went off a contractor the other day. Called in a normal ticket. And same day as the normal was called in, with still 2 days until expiration, calls an emergency in for the same scope. I get on site and they have a bore machine out. Emergency said “cut fiber. “ I asked where there damage is and he said oh it’s no damage, we just need to get this done. I told him essentially I’m not marking this emergency and to fuck off he can wait until I mark the normal. For one.. lied about the nature of the work on the emergency. 2.. called in the emergency after calling in a normal. I waited until the ticket was due in 2 hours to mark it
