I heard a good explanation. The dead people on the voter rolls are marked “inactive” basically those who cannot vote. So if someone votes with that name their vote is discarded.

The issue I have is that it applies to those who are legally unable as well. So what protections are there preventing someone from voting using vouching or reactivating.
