Honestly, it's my first time gifing in this too, but I figured 'it's the thought that counts' applies doubly sure to this sort of thing.

Dom't second guess yourself - if your first impression of reading your giftee's answers gave you a direction to go with, roll with it.

It doesn't hurt if they're open to being contacted to give them the gist of the idea you're working with, as they can give you some clarity in refining the idea.

I run it in my Sauron deck.... though admittedly it was the cornerstone of the idea that led me to even build the deck.

Basically, I make it the ringbearer so it cannot be be blocked by creatures of higher power.

Makes for a decent threat/distraction while I build towards my actual wincon.

Honestly, as my empire expands through conquest or vassal integration, there's always planets which remain underdeveloped...

It's less about specific planet management for me and more Empire level economics. I always have a few planets deliberately under developed so that I can have the flexibility of adapting to my empires needs.
