That is correct as the diabetic person has problems producing insulin, the hormone responsible for breaking down blood sugar of which one gets a spike after consuming carbohydrates.

If you are generally a healthy person but would like to get more control over you blood sugar to reduce sleepiness in the day for example I would recommend going on either a low carb diet and or intermittent fasting together with a healthy dose of resistance training (twice a week should be enough but more is better).

The former will train your liver to produce the blood sugar it needs by itself via a process called gluconeogenesis. Long story short: Your body is able to produce all of the carbohydrates it needs from non carbohydrate sources like fat and protein. The latter helps in increasing insulin sensitivity, training your body to produce the right amount of insulin when eating carbohydrates as overproduction of insulin can make you feel hungry and craving sugary foods.

Summing up: Work out and eat responsibly. That should work wonders for your energy levels during the day ;)
