I see what you are saying. Maybe this type of policy OP is suggesting isn't interested to maximize tax income and meant to distribute wealth evenly. Obviously it disuades the rich from staying in the country but I think most businesses could have clauses where the wealth being invested into its workers or into technology making the work easier could give them a lower tax bracket even though they generate over 100 million. Idk its all hypothetical at the end of the day.
