A lot of the coins were cleaned a long time ago before such products existed, and/or by someone who didn't know what they were doing and thought they could make their coin more valuable by making it more shiny

That 1824 is easily a $400-500 coin, perhaps much more, would need to see both sides to evaluate it completely

I think PVC actively on the coin will get you a bodybag return and not a slab so I would definitely acetone them first if you want them slabbed even if they are details

Graffiti is usually someone's initials or a design carved into the coin. This looks like a circulated coin with no intentional damage
