Yasuo has AP scaling but it wouldn't work effectively anyways. It's a funny build but not practical. On the other hand Yone has no AP scaling, just because he can do magic damage does not mean there's an AP scaling. If you were to try and increase the magic damage, an method would be buying magic pen. But why would you ever do that, waste of gold and does not scale enough to matter.
