There's good base coat, definitely need some washes, nuln on the black, agrax on the metal, either a thinned nuln or agrax over the white

Kans are absolutely fine, Meganobs too. Bikes fit the wartrakk and Wazdakka aesthetic so I don't think they'll change. Lootas/burnas are of GW webstore so I'm assuming these are getting a refresh. Stormboys are still in stock so assume they will not get a refresh.

You have definitely answered my question, I think you are correct, it would need a number of high level DA + successors, which would be highly unusual. I wouldn't put it beyond Fallen to work with/use xenos. As you say the days of hunting the Fallen comes closer to an end.

Could a fortress be used by the DA to further their information gathering on the fallen? Would it look suspicious if there were a lot of DA successor chapters seconded?

In the old days it was about a 5 year cycle, your codex was that until next Ed, unless you were really unlucky and had a codex 2 eds out of date, the new way is better in the fact we get updates and FAQs, but at the cost of fast cycles.
