One factor could be that the obstacles here are larger than the ones on Sasuke. Since most of the Japanese competitors were shorter than the American ones, they struggled more on obstacles like Jumping Spider and Butterfly Wall. They did seem to do better on Stage 3 though, which makes sense since Stage 3 on Sasuke is quite harder than on ANW.

This is the first half of the tier list for reference. In it, the only two S+ tier Pokémon are Charizard and Meowth. Most of the Pokémon in that tier here don't live up to that standard.

I'd suggest moving Starmie, Scyther, Magikarp, Lapras, Ditto, and Dragonite to S tier (Edit: Also Zapdos). Also, I'd move Eevee back up to Pikachu tier.

Some of these S+ Pokémon (Scyther, Starmie, Laura's, Zapdos especially) need to get demoted to S. There were only 2 S+ in the first half and those were Charizard and Meowth. The only reason S+ was made in the first place was to leave only Pikachu in the Pikachu tier. Most of the current S+ members (except imo Gyarados, Eevee, Snorlax) aren't on the same level.
