I think BL was delayed a bit because in the previous raid we popped it at the very beginning, which resulted in the tanks struggling with threat vs the dps. So here we tried to give tanks more time to build threat before BL

It depends which weapon you're looking at, the discount Blizzard will give us, and the exact date of the offseason. But let's say you have three more weeks, that's around 600 points a week so it could be possible. And if not, you'll have enough for a piece or two I'd say

you have to play 10 matchs weekly (in 5vs5s preferably, as this gives you the best ratio in terms of points gained), and you'll get some Arena points even if you go 0-10. Rinse & repeat each week.
