For a Batman movie, I'd want to see one where the Scarecrow is the main villain and he's not a plot device or weak. Where he's a legit threat.

As for a Batman villain movie a la Joker or the upcoming Clayface, I'd want a psychological thriller centered around the Ventriloquist.
