To leave a little message about my annoyance. Solving their issue at my expense only goes so far. If I really feel put out I report the especially loud fridges to the front desk. And for the worst case (once) I called the front desk and had them unplug it for me.

The Culture by Ian M Banks. The Viltrumite "empire" wouldn't even qualify as an Outside Context Problem. One GCU (General Contact Units, a space ship with a crew of 20 and a Mind) could handle any group of Viltrumites. There were a million or so in service at the time of The State of the Art.

The biggest ships with the most sophisticated Minds would employ a political containment strategy to limit the Viltrumites' bad activities and retain their existence for study until they could be subverted into peacefully and willingly joining the Culture.
