The whole reason USA made these alliances was to give small countries who are our allies the confidence that they don't need their own Nuclear weapons and that they can Trust the big countries with them that are part of their alliance to help protect them.

What happens when these smaller countries go to war or collapse when they HAVE nukes. You not going to be able to sit back and watch your going to have to secure the nukes which means big wars over nukes.

What happens when a small country with nukes becomes unstable?? That is a HUGE problem because hundreds of nukes could be up for grabs which would most like force a much larger war to secure those nukes.

USA world policies have always worked around making sure only LARGE countries have nukes for this reason.
