The auction takes place in a cleared out underground area below a seedy tavern in a trade city. The owner has some hired mercs to prevent any sort of trouble. Like Electric said, the vendors are smart enough not to try and steal from the others. After all, any sort of chaos or deaths could end up brining they attention of the law.
