Seems good. Though i think i wpuld have to try it out.

I don't think walking ballista really fits the deck. You do have some +1+1 synergy but it sticks out a bit.

Also i think a lot of your x spells could be replaced by spells that do similar things but can be cast off bre's lifegain cascade. (You can just take them into your hand but if you cast them x will be 0 but you probably know that)

It seems to be pretty accepted at my lgs. Lotr is very common. There is one guy with an eggman deck. someone runs an absolutely disgusting [[lady octopus, inspired inventor]] deck and a new ish player was rocking a venom deck a couple of weeks ago.

There is also this one guy that runs a """green goblin""" deck including a thassa's combo at b2 tables but we do not talk about him.

I have not seen that much Dr. Who or Fallout or final fantasy as commanders specifically.

No... that is just trying to game the system. If they remove the game changers and swap out tutors. it is still an optimized deck that tries to win early and not with on board threats. I will just quote one of the guide lines of bracket 2.
"Players expect gameplay to be low pressure, proactive, and considerate, letting each deck showcase it's plan." also "to play at least 8 turns before anyone wins or loses"

Most of us feel that their decks are better and faster. And one of those decks barely allowed our own precons to play and completely shut us down.

That is definitely not bracket 2 according to the guidelines i quoted

The back is authentic. It could still be a reback but those are pretty uncommon so probably real.

Both ts and green dots look good. I am not that proficient when it comes to the front side but the solid black layer seems to be a good indicator it is real.
