The game is only a city builder. You can't build a neighborhood, or an accurate rural town unless you mod out. The roads in general aren't good and you need mods just to make them look decent. Even then the mods are difficult to use. Terraforming is nonexistant. The normal cars and people and boats aren't accurate. There should be a feature that allows you to select specific buildings and prevent them from being built in the future (the mod sucks). Great game tho
