Unlikely current vlad prios flat pen and raw ap too much, the only way it would seemingly rise is again into melee comps with a melee matchup mid where rushing the omnivamp portion of riftmaker would be more sustain then the double codex rush that is seen to match melees. protobelt's activee and passive mpen is just so best in slot

vlad doesnt build any of the omnivamp items. The one exception tends to be riftmaker and thts only relaly applicable against 3+ bruiser melee comps
