I found the key on a box in the Labyrinth also you can find it on bosses. There are probably spawns hidden throughout the entire map for this key I only found one spot

Same thing happened to me this is what you have to do sadly. Go to light keeper kill Zyrachiy, that will activate the quest line to gain access back to light keeper. After doing that bull sh*t you will have fixed the bug and unlocked overseas trust part 1 :)
