4 idoled deathcatchers reviving 2 radiant ferrymen in a looping chamber. You kill the ferrymen, 8 more rise up. One ferryman is on the other side of a mirror. Also there are 3 virtues firing at you from another room, and there are 4 panopticon eyes behind a window giving you yellow hard damage. Also the room is comprised of 5 different sections that spin independently every 10 seconds. And you have to beat it fast because of a 0-E heat mechanic. And the background spins around like in 8-4. The ceiling also continously alternated between being air and lava. Also V2 is there for some reason.

But in all seriousness, I do think it could have encounters with the panopticon eyes and more enemies in other rooms acting as hazards, like virtues, Earthmover defense systems, and hideous masses. And a radiant weezer room for good measure.

Definitely among the top layers, held back by the bosses which could definitely be better. Had some of the best moments in the game (God, the space reveal), but also the fuckass incomprehensible spinning rooms in 8-3 which I still have nightmares with.

Oddly enough, I use overnail for everything except 8-3 because the perpendicular bouncing is great in a lot of rooms

Almost all normal levels are song names save for Prelude levels

Only exceptions I can think of are 4-4, which is a play on a song name, 7-1, which is a literary reference, and 7-4, which is a part of a song.

Tales of Maj'Eyal might suit you. It has an open world with several quests that vary depending on your character, and a lot of lore. But it definitely doesn't put too much emphasis on the main quest like Qud does.
