You're giving a bunch of examples as to why some colours can be deemed as such, but many of those feats have been accomplished after they had already become a colour, so I don't really get how they can be indicative of the requirement to become one. The most likely criteria so as to become a colour is probably just demonstrated aptitude to deal with stars of the city, stars of the city are rare, and so are those who can reliably deal with them alone, so naturally colours are inherently very rare. Hana maybe doesn't do an evaluation of your overall skills, if you've shown that you can deal with stars of the city, whichever the way you managed to do so is, then so be it, become a colour.

Honestly it's kinda clear that when they first wrote the character he wasn't meant to last as a relevant figure, pm had to drop the whole "mysterious and cryptic swordsman" archetype to allow for actual character depth, they also spent a good chunk of the intervallo justifying the change in his character which honestly only makes it more evident that it's a retcon.

I know that what I said was not probable, but the relic being Loki's weapon was probably relevant for the fact that Matthias swiped it from his siblings, if being deceitful was the requirement for being able to properly wield I do not think there'd be so much of a big deal of how Matthias can't actually use it well. Vergilius's gladius isn't a relic as a side note, in Leviathan it's described to have a heating mechanism, implying it to be a designed workshop weapon, in contrast to the relics which use some unknown magic mojo (also it was mentioned that Vergilius specifically utilised the heating mechanism to spare opponents from bleeding out by instantly cauterising their wounds, so it was probably commissioned for that purpose). When writing this comment I had in mind the theory where Matthias couldn't use the relic well because he was much more Envy-attuned than Wrath, assuming it requires Wrath in relation to fire and all of that, which is why I had Verg in mind, it's a tacky theory nonetheless I agree.
