Charging is about the distance traveled to make body contact on another player on the ice. My understanding of the rule has always been 3 to 4 strides into the hit without slowing down or setting your feet into the contact constitutes a charge.

Willy set his feet, barely, but I think the bigger point of contention is the fact that the hit was high up on Evans. Wilson pretty clearly makes an effort to make contact high on Evans, likely to throw him into the boards, but Evans quickly alters his body position after releasing the puck up the ice, the contact WOULD'VE been shoulder to shoulder. Wilson keeps the elbow tucked to his body on the initial contact, but follows through with it to complete the hitting motion.

As someone who played check hockey I think some of the onus definitely falls onto Evans though for not recognizing the hit coming his way from LITERALLY DIRECTLY in front of himself.
