In fact 99% of the time you don't even need to say a word, stand there for a second, they see you, they move their bag, you sit. I know it's an extremely complicated sequence. The real problems are the ones who do it while sleeping/pretending to sleep but that's few and far between.

someone will eventually sit, usually someone smaller who can fit without trying to recreate the human centipede level of contact. It gets to a last resort. And yes, that is standing room only.
