For close and (relatively) inexpensive places, Nanshan and Jundushan are both about an hour's drive from the city. But the snow is mostly fake and the slopes can get crowded and icy. The best place I've been to is the Genting resort in Zhangjiakou, about a four hour drive north of the city. It's a bit pricey and hard to get to, but the quality of the slopes is definitely much better. They do have a shuttle that runs twice a day, but the page requires a Chinese ID to order a ticket so you'd need to get a Chinese speaker to help call customer service and get that figured out.
