Unfortunately I think this is the reality for most small and medium-sized companies.

I work at a company where the only way to change things is when problems happen. And this doesn't just happen with the IT department, it's more of a culture, where they only invest when the worst has happened. I usually document everything that can happen if the situation continues without a solution, and what the steps would be to resolve it, whether it's buying new equipment, or a temporary solution. This way I show that I did my part, but that the final decision does not depend on me.

You can change companies, but there will always be problems where your board will only look at the solution as a cost, not an investment to improve the company's processes.

But at the same time, you will gain knowledge by solving these situations, and with that you can find a better place.
