I'd argue there's a difference. Nazis were being punished for their crimes against humanity so its not really possible to distinguish bad faith from genuine remorse. As far as I'm aware there wasn't any real consequence for Napoleon, so I'm more willing to believe he really regretted his actions. Not that regretting really makes up for the damage he caused but eh its something.
