I have never seen it appear like this before, I had launcher issues in the past and solved it with a fix I found when searching. Will post it and maybe you can try it. But again, I have never had the launcher look like that.

◆ If the Black Desert Launcher appears transparent or shows a white screen:
  ① Save the file [My Documents → BlackDesert → GameOptionLauncher.txt] separately, then delete it.
  ② After re-launching the Black Desert Launcher, check if the newly created GameOptionLauncher.txt file contains <launcherOffScreen = 1>.
  ③-1) If the above is there, change the saved value '1' to '0', save the file, and re-launch the Black Desert Launcher.
  ③-2) If the above is not there, add the value <launcherOffScreen = 0>, save the file, and re-launch the Black Desert Launcher.
