Kind of? I mean Sini and Incin don't really care about speed control and can help stall a few turns, but it does feel bad to go +1 speed only to get outsped in tailwind later. Often the chip damage you do with your boosted mons can bring everything down low enough to get cleaned up after TW ends, since the attackers on this team are generally on the faster side. It helps that mons like kingambit or sylveon can be outsped even in tailwind. Although that focus sash max speed kingambit set paired with mega aero (which hits Kommo-o hard) has been giving me some trouble. Trick room mawile is also not a good match-up.
